You're thinking of the art style in general, which is known as superflat. It's the major difference between eastern and western animation, and has roots in Japanese Ukiyo-E paintings, making it a big cultural aspect.

Moe is something completely different, and is has nothing to do with lolicon. Lolicon implies something sexual, which moe is not, in any way, shape, or form. Google moe definition for more. Too lazy to copypasta.
Moe is making older characters look cuter and younger looking than they are......I think (usually involving female characters)
Lolicon may be your idea of moe but it is different for every person. Moe is when you look at an anime character and think it is cute/adorable. Mio from K-on is Moe for me but its different for each person.
Moe is the label for a character that has a specific personality type, usually a young girl, that rouses a feeling, within the viewer, of non-romantic (but sometimes can be) 'deep care' or 'doting', for that character.

If the viewers do feel the urge to want to 'protect' that character, that character is not labeled 'moe'. However, that statement is debatable.

Also, moe is not to be confused with loli, which has sexual annotations attached to it, whereas moe usually does not.

There are plenty of older moe characters in anime that are older. My mind goes immediately to Denpa Onna to Seishun Otoko. The most moe character in that is over 30(can't remember exact age but she had a milestone birthday during the series)
Asahina Mikuru is an example of Moe. Umm like what Kufirst said, there is a lot to say about it. You should try watching animes that has a lot of emphasis on moe.
The term 'moe' specifically when used in Japan refers to a sexual attraction to an anime character. Much like the word otaku though the word's meaning changes a little bit outside of Japan where it can be used to refer to any cute or sexy things a (usually female) character does in an anime.
Really? I know moe as being cute, clumsy, helpless, air head, etc. But this is the first time I saw Moe being associated with "sexual attraction" or in general "Sexy". Did the definition change recently or something?
No it didn't, people are just confused about it's true definition. Its difficult with volume of anime verbiage these days.
To make it even more clear..

Moe in Japan = sexual attraction to anime character
Moe outside of Japan = cute, clumsy, etc etc....

Otaku in Japan = Insult
Otaku outside of Japan = just a title for people like like anime/anime related things.

Yaoi in Japan = outdated word not used.. BL is now used instead.
Yaoi outside of Japan = BL with more sexual situations. (at least this is what I'm told.)

As you can see we change the definition.. not them.
Hmmm, I didn't take into account cultural differences, but when it comes to being sexual and moe, you wouldnt be confusing it with anime with moe AND ecchi <i> themes </i> were you? Because alot of animes combine those themes. You can take th ecchi out of moe easily; for example: Kanade Tachibana from Angel Beats vs. Fear Kubrick from cubedxcursedxcurious

I'd say the H-doujinshi featuring moe-types like Popura from Working!!, any of the girls from IS, OreImo, Madoka Magica and various others supports the claims of abuse.. even without reading them, they're all tagged with rape, mind-break, "hard" rape, blackmail, revenge, "What is this I don’t even ¯(ºдಠ)/¯", and more..
The fact that there are hundreds of h-doujin feauturing these characters, but those featuring the more mature, strong or empowered characters also supports the sexualization of those characters.
Eva isn't moe (NOTE: by the definition of a mangaka, not the journalist,), because the girls are sexy, but not in need of nurturing and protection, they're empowered young adults capable of making the hard decisions and being badass. Working!! is moe because the girls are cute, but not overtly sexy, and all flawed in such a way that you want to help them or save them from the cruelty of the world, Popura's height complex for a prime example.

i love h-doujins myself but by no means do I like rape,ntr or mind break unless it's with kirinio from oreimo but the fact remains moe is just an archetype. Like you said with popura she is cute charcter that needs protection but she isn't some one I want to sexualize...

I really don't think that is true. Moe can only take a story so far... Story, Characters, and animation for me. Although the 1st two have a much larger impact for me than the third. Basically if a story is good and the characters are interesting, I am all for it. I don't know if you used this one post for that basis or several posts but I know many of my friends here would say too much Moe/Echhi can actually ruin an anime ..... well except for one friend ... he doesn't go out much though. lol
Personally, I also think the background music and battles/confrontations could be ranked a bit higher.

Having a great story and interesting characters is really the most important thing, I believe (not just in anime), but there are also times, when I watch an anime mostly because of the voice actors/actresses participating.

It's a particular genre of anime. Things like "character" are present in all anime. That is also the reason things like moe/sabisu/love/high tension aren't higher, as they're only of interest to certain groups and therefore get less votes.
unrequited love at the start that slowing over the course of the anime having close bond. mixed in with some mecha, with some great voice actors. and ill watch it

I place story line, characters and comedy.

But if it's psychological and horror, I like to read pr watch things that are messed up and can mind fuck you.
That's strange, a lot of animes coming out have little/no story, paint by numbers design, cardboard characters, badly directed and full of filler animation moe-blob shows.

Story is first, characters are often central to the story and their development or lack thereof can really affect a series's quality. Usually I look for a write + genre combo before I try something.

I am also turned off by a large number of attractive female characters since it typically means more fan-service than story development. There are exceptions though, for instance, I love Moretsu Pirates and it's got a huge female cast. Surprisingly there's no sacrificing story for short skirts, despite the name.

I cannot really decide which element is most important to me. I will usually watch an anime for any one of these reasons, it just really depends of the mood I'm in. Sometimes I feel like I want a good story, sometimes I want nostalgia, sometimes I want lots of moe, other times I want to see something everyone is talking about, it really just depends on what I am feeling at the time. Sometimes I cannot even decide on what I want and I will just go to a list of anime, close my eyes, and move my finger back and forth and watch whatever my finger lands on.

What I consider important from that list: story, character, design, animation, and reputation. Boys love can be optional.
For me, characters come first. I don't care if everything else is top-notch, if the characters aren't likable, it ruins most of the experience for me. Second comes story, then visuals, music, and jokes (if it's a comedy/parody anime).

For additional elements that'd make me want to watch an anime, there's reputation (why I'm watching Gintama), voice actors (the reason I watched Durarara!! in the first place), staff (I LOVE anything Jun Maeda is involved with), production company, animation, tsunderes (you know, if they aren't the boring, b*tchy, stereotyped ones) and girls love. ^^
I would probably put these in order of my priority: Direction, Characters, Writing/Story, Animation, Music. The reason I put "Direction" as my top priority is because without a strong and clear direction for a series, everything from story, characters, animation, etc. will fall apart. I put "Characters" above "Story" because the audience needs to care about the people in the show in order to continue watching. Even if the story isn't too strong, as long as a show as a strong cast of main characters, the show will still have a chance to be successful. Of course, I certainly do care about the "Animation," but any animated series needs to have a strong foundation with the direction, characters, and story BEFORE the animation process can even begin. And "Music" is just the icing on the cake ;)

Girls with enormous boobs, cheesiness (don't mind the romantic ones, but the ones you see a lot in ghost 07 ugh... i hate that anime),fanservice/ ecchi (if its funny ex. like in doraemon when you could sometimes see shizuka's panties or naruto's sexy jutsus.., but stupid ecchi ruined highschool of the dead for me.)
The main thing that draws me in is strong female relationships. I don't care if it's silly, sexy, or serious but they have to be interesting in some way. This means character and story are almost one.

I do have to fight the inclination to judge an anime on artistic style before content. For instance, I still haven't looked into One Piece because the visuals put me off. I'm glad I got past thinking Battle Girls - Time Paradox was all about fan service. It's good fun. But sometimes everything comes together flawlessly... Seirei No Moribito, Usagi Drop, Hanasaku Iroha, K-ON! K-ON!!, No.6 (these boys are almost girls P-), Ghost in the Shell et all, Sora No Woto... All have the top nine qualities nailed.

Love to check out BL and Yuri, too.

I enjoy stories that include moe characters, but love more realistic anime just as well. Whatever else moe is, it's vulnerable and open. That's attractive and brings out the best and worst of people, so it's great for stories.
Some of the definitions of Moe further convince me that most western anime fans are mouth breathing retards. Moe is is a non sexualized love of a younger anime character: The best example of this right now is Yuuta in Papa No Iukoto O Kikinasai! He loves the girls like a father, and that is Moe. To sexualize a young girl in anime is loli. I swear, sometimes I don't want to live on this planet anymore.

To sexualize a *pre-pubescent girl* (or one who appears as such) is lolicon. A teen who has gone through puberty and is sexually mature, but not necessarily emotionally or socially mature, is a subject of fantasy (particularly in a culture that has a somewhat lower arbitrary age of consent than most western countries) and becomes moe.
Personally i look at the characters first. if an anime has an irritating character i wont watch it. I also try to not watch any moe animes because they dont really make them to make you feel all fuzzy.
I dont really care if its a novel, manga or animation as long as the story is good/interesting.

Story and animation studio (which is usually wedded to staff, animation, music, etc.). Everything else is completely secondary. Some years ago, music used to be my top deciding factor. Glad I grew out of that.

It's a visual thang, Baby! At least at first. My initial interest in an anime has everything to do with its design; how the characters look. I'm very turned off by a certain style...maybe 80s style?...oh, & that uber-"precious moments" look. It took me too long to watch some really decent series' (i.e. Clannad) due to that look. Either the story or something about the character(s) is a MUST at that point, else I'm moving on.

I look for good animation first and foremost (yes, I do tend to judge a book by its cover, yes I've been tricked into watching some pretty boring anime just because the animation caught my eye). However, if there's a good story behind a certain anime, then I'll deal with the animation not being super amazing.. Good characters/character development are also a big factor..
Moe, ecchi, shounan, bushijo, boy-girl, girl-girl, boy-boy, me-girl-girl, mekalekhimekaheiniehoe, whatever, I just like what I like and feel no need to categorize anything... can't we all just get along?

But anyways, Story and characters are the strongest determining factors for me, but animation, voice actors, comedy, romance, and action all also help do determine what I watch.

This reminds me that I choose based on voice actors more than I like to think, but the character and the voice actor need to match. I've definitely noticed that I'm more likely to try something if it has good voice actors or is done by a production company I know I like. For instance, I've discovered I'm generally pleased with Aniplex shows. Story matters in the long-term, but in just choosing random shows I've discovered that some of my favorite anime don't have stories I usually think I'd like.
I would say character then story. If I like the character but the story is kind of bad I think I can deal with it.

Also I think moe in english is different than moe in japanese sort of like how anime in english and anime and japanese are different. In a way everyone is kind of right while some may be more right than others. I like the ANN definition of it personally

To me, how it looks would be 1st. If it looks cute or has good art or character design, I might watch it. Next would be the plot, if it's interesting, there's a chance I would really watch it. I'm surprised animation ranked 6, under theme songs... When I mean animation, I don't mean the style or detail quality of it, but the quality of the animation itself. Such as fluidity, consistency, composition, and so forth. Isn't that the whole reason of watching it instead of reading it in a manga? Voice actors plays the second large part as well, but idk, maybe it's just me.

For me it's story, animation, then characters. After that, it doesn't really matter as long as the first three are good. It's interesting to see voice actors and music so high up for Japanese people. It makes sense, but those probably aren't the most important things for non-Japanese anime watchers. Those two do make a huge difference in the anime though.
I would say a some of my influence comes from the production studio that makes it. I tend to like clamp made anime and anime with clamp character designs as well as gonzo made anime. Probably a better influence is watching the opening theme of an anime and whether its music to my liking or not.
Story, Charater, Setting, Pacing. Find that perfect balance of them all to gain my interest and I'll end up watching the whole thing.
