The festival exhibit opened Wednesday and runs through March 4th at the National Art Center in Tokyo, with screenings of video content (including a Madoka marathon) at a handful of theaters. Admission is free (a rule which seems to encompass screenings) and there is a lot more on display besides just anime and manga...although NHK did report with a peek at the Madoka exhibit:
