It seems like illegal users of the soft are the only target for Japanese police. Shiga Prefectural Police's Consumer and Environmental Protection Division arrested a 41-year-old unemployed man from Yosano-cho, Kyoto Prefecture, on suspicion of copyright infringement (infringement of public transmission rights) on May 27.
The suspect is accused of using the file-sharing software Share to upload the episodes of five TV anime including K-ON!! (the second season of the TV anime series), whose copyright is owned by TBS and other companies, to the internet without the respective copyright holders' permission in December of 2013. The division found the illegally uploaded episodes last November, then located the IP address of the PC used by the suspect. He has already admitted his charge.
