What is Gaijin?

And yes I'd consider it anime if it was made outside of Japan, as long as it has a similar style. See Netflix's Castlevania

If no "gaijin" can be involved, then I'm not sure there's been any anime for years now ...

Continual outsourcing, foreign investors, and coordination with foreign companies on things like licensing and uh, you know livestream rights ...

I think that if people can visualize something that is "Similar" to what we are "familiar" with, anyone with eyes can see it as anime.It doesn't have to be Japan. If someone wants to deny that; you go right ahead and do that champ.

I always interpreted Anime, which is an term within the English community taken from the Japanese language, to mean "Japanese" animation. To this extent, I always wondered when someone stops being African, such as the migration 100k years ago, or when blood is mixed, such as a previous Miss Japan being a mix of Japanese and African blood. I think there are a few potential traits.

-Is is made predominantly by Japanese or Japanese Companies?

-Is it made for Japanese folks?

I think the blood purity here is a bit dumb and pedantic with trying to define the category of an animation based on the racial composition of the production team, while in America, it seems a bit more simple. You're American, regardless of blood. Why are you American? You're a citizen, you embody American principles and use American loved tropes.

In essence, it seems that it would be more efficacious to consider the place of operations as well as the citizenship of those involved, perhaps at higher levels of involvement more than others?

At the same time, I think the intended audience is most telling, though with the continued flattering towards placating the Communist Party of China, that definition may change; then again, Michael Bay is using things to indicate a certain amount of patriotism to the Chinese people. Though again, I think intended audience is pretty key here.

I do not know, and I am sure what is the point. Cartoons are cartoons, animation is animation. Identifying the racial composition of certain persons are difficult, but trying to base it off the typical set of somewhat diverse workers involved in the production of any one anime seems inane.

Apparently Brazilian, with Japanese blood, but born in Brazil.

Real name is....Thiago Furukawa Lucas, pen name Yuu Kamiya.

And judging by his MAL picture, he only has a hint of a Japanese appearance, while the aformention Miss Japan contestant, who has one parent black, does have more noticeable features associated with the Japanese.

Sure they can and they already are (individuals that is), if you are referring to companies/studios on the other hand then no.
For what we English speakers consider anime it needs to be something produced by a Japanese studio.

That being said I like plenty of animated series that have been heavily influenced by anime and produced by foreigners: think Avatar the Last Airbender and RWBY, but I still don't consider them anime.
