Twelve Floridians have been charged with running an alleged $20 million food stamp fraud scheme in one of the “largest” food stamp fraud crackdowns in history, according to the Justice Department.

Federal prosecutors told the Miami Herald that the 12 defendants who reportedly defrauded the federal government of $20 million were charged with food stamp fraud, wire fraud, and conspiracy to commit wire fraud.

The list of those charged include Mohammed Alobaisi, 37; Mohammad Alteen, 33; Joe Ann Baker, 56; Reynold Francois, 38; Omar Hajje, 43; Jalal Hajyousef, 42; Andy Javier Herrera, 24, and his father, Javier Herrera, 49; Ihab Hassouna, 44; Maria Jerdana, 36; Hasan Saleh, 59; and Yousef “Joe” Homedan Zahran, 60.

“In this instance, eight small convenience stores in South Florida committed a staggering amount of fraud in a relatively short amount of time,” said Karen Citizen-Wilcox, special agent in charge, U.S. Department of Agriculture-Office of the Inspector General, in a press release.

Some of the defendants owned, operated, or worked at retailers who accepted Supplemental Nutrition Assistance Program (SNAP) benefits as payment. Others worked at unauthorized stores, but allegedly used point-of-sale terminals of authorized retailers to carry out the fraudulent transactions.

“These retailers created an illegal benefits exchange system that defrauded the American taxpayer and denied healthy foods to needy children and their families. The store owners who allegedly orchestrated this trafficking scheme pocketed millions in ‘fees’ which they charged for converting food assistance benefits into cash,” Citizen-Wilcox said.

Out of all the defendants charged, the Herreras are accused of defrauding the most out of the federal government. Andy Herrera, owner of Santa Ana Market II in Miami, and his father allegedly committed $10 million worth of food stamp fraud from April 2012 to September 2017, accounting for half of the $20 million food stamp fraud scheme.

Store owners and employees who commit food stamp fraud face steep consequences.

A judge sentenced three food stamp fraudsters in Milwaukee, Wisconsin, to several months in prison for carrying out a $1.2 million food stamp fraud scheme.

In August, a judge sentenced a Kentucky store owner to 66 months in prison for engaging in $409,000 worth of food stamp fraud.

Three months before the Kentucky case, a judge sentenced a Baltimore, Maryland, store owner to four years in prison for illegally trafficking $3.7 million worth of food stamps and ordered him to pay restitution.

The Palm Beach County Sheriff's Office, state and federal law enforcement conducted a joint identity theft investigation involving obtaining SNAP EBT cards with the stolen identities. According to the sheriff's office, the fraudulently obtained EBT cards were taken to the Opa Locka Flea Market where the SNAP(food stamp or EBT) benefits allocated to them were exchanged for cash. Twenty two people have been charged with crimes.


There's an element of identity theft here as well to get the EBT cards in the first place.

Watch your disrespectful mouth. There are a lot of respectable people who work full time and don't make enough to survive, while some people do take advantage of the system, the vast majority of them legitimately work hard and struggle. Don't look down on the poor, that is disgusting. To call people you don't know "lazy fucks" who are just in things for a "free ride" is beyond disrespectful. How old are you? Have you worked a hard day in your life? I doubt you are even old enough to be paying taxes from the way you spoke about this.

This is as much about identity theft as it is welfare. But it's true that it's common for people to sell their food cards for cash. Sometimes this is nefarious and sometimes people just really need the cash. We could definitely use better accountability, but it needs to come with more legitimate flexibility for people on these programs.

It's pretty clear from their post that they are referring to the scammers as "lazy fucks" and acknowledging that there are people who need the program but are not getting it due to the scammers. You might want to go back to staying away from the forums if you're not even going to use some reading comprehension before posting your rebuttal.

At the same time, I don't think these scammers are lazy at all. They put a lot of work into setting up this system. That doesn't make it right and they will, hopefully, get what is due to them.

A lot of them have jobs but their income is not sufficient. Just look at a lot of enlisted military. The families at my first command depended heavily on WIC, which is a similar program to SNAP, to supplement their income and I was told it was a common thing among newly enlisted members.

Ad onto that, there are many items most people would deem essential that are not covered under SNAP like toiletries and hygiene products

i suggest reading his post before jumping the gun. he did not claim that everyone using the welfare system was lazy. that was not his point. he did not say that the welfare system should be removed because - as you assumed before reading - that those using it were "too lazy to work". instead, what the post said is:

people who abuse the system are lazy f-word. "abuse" means to use the system in a way that was not intended, that is, to cheat the system.
those who should not receive the welfare benefits are abusing the system.

he also said that because people who don't need the welfare system are cheating the system to their own benefit, people who actually need
the welfare system - due to not earning enough from work alone, to cover living costs, etc, are unable to receive their rightful welfare benefits.

he's not saying that we should ban everyone using the welfare system, as you assumed. instead, he's saying that people who abuse the system should be banned. those who don't need the welfare benefits, but abuse the system anyway.

once again, please read and don't jump to assumptions just because the guy is a Republican and you have pre-conceived notions about Republicans.

honestly, he deserves an apology from you. whether you'll be grown up and do so is another story.

in truth, you can run into trouble, the "fine line" that some might forget to read, the fine print as they say, it states one time trouble it's six months without assistance, second is probably a year, third is lifetime. however they do make exceptions where they can ban immediately for life, this could be such a case. however so many are doing food stamp fraud it's sort of pathetic really. they report them sometimes and they will investigate, but case workers are over worked so it takes time, until then... I have heard of people exchanging money to services, even drugs.

I'm all for tests to get government assistance, as well as being forced to provide what you're using them for and them able to see the history of your card. if you're not doing anything wrong then what do you have to hide, not to mention, with a bit of money and time they can do this on their own, people would be helping them quicker to do their job.

It is times like these when I think to myself "If you guys could coordinate this kind of scam successfully think of all you could have accomplished working together on some kind of legal endeavor instead". Either way, praying on a welfare program is preying on people who need aid the most, which makes them bottom of the barrel scum.

All you have to do is remember Walmart is the Antichrist and you got this (kidding actually but kinda true on that part). They under pay their employees who apply for food stamps to get above the poverty level. Then are happy to let the government step in and pick up the short fall for their lack of pay. All the while happy to accept all the profits from the government provided food stamps spent in their store. Hell they are happy the bring in millions a year all while the government pays their employees. Its a vicious cycle we let continue each year all while offering tax breaks to businesses. Great idea
