I just finished watching the anime "When They Cry" and I am confused as all get out. Can someone please explain what the heck happened? This has to be the most screwed up anime I have ever seen!

As Phantom said, you really need to see the second season to get anything. The When they cry sagas are mysteries dressed up like horror series, unless your name is Agatha Doyle things aren't going to make much sense until Holmes comes along.
That said you may, if you have the time, want to go through the first season again taking notes and try making your own theories before getting to the answers, I really regret not doing it like that on my first watch.

Then you have the VNs which give even more questions and answers if you really want to go all the way. Seriously there are still people debating that stuff today.

It's the same name but with "Kai" added to the end. Like HOOfan_1 said, it's on HIDIVE. It's also on Amazon if you have that. Those are the only 2 places that are streaming it legally. If you didn't watch the first season on either website, you'll still most likely be able to find it on whatever website you used.

I watched it on Hulu, but it doesn't seem that they have the second season (I'll look again.)

Its supposed to be a time loop scenario. Once everyone dies and the story ends, the time resets and a new horror story starts. The new stories always include information/characters from the previous one. Each narrative is totally unique, there is no plot connection between them except for the basic frame and the curse

Also, I loved this anime but the voice acting didn't meet the intensity of the animation at all

yeah the first season makes a lot more sense if you see it as a cross between a horror mystery and groundhog day.
