I know 99.9% of anime is 1080p and CR probably doesn't even have any 4K anime. Regardless, how does 1080p anime look streamed on a 4K set? Does it look stretched/fuzzy with visual artifacts or does it look like natural 1080p?

Unless the display has a terrible upscaler, it should look no worse than on a 1080p display of the same size. Keep in mind a UHD display is exactly 4 times the resolution of 1080p (twice the vertical, twice the horizontal), so at minimum all the upscaler need do is replace every 1080p pixel with a 2x2 grid of UHD pixels.
