The comment concerns the Golan V. Holder case and the Abend ruling. That is, respectively, million of foreign works and "It's a Wonderful Life" got re-copyrighted in the USA because of stupid legal loopholes.
In other words, we should have better ways to compensate people using public domain works before said works were re-copyrighted.
