Simon from Gurren Lagann; not the rest of Gurren Lagann. The rest were good characters but not the level of development Simon had.

Lelouch Vi Britannia and his two season decent into complete insanity. And then being dragged back back just enough for him to finish his plans.

I'll go along with Lelouch. His character changed quite a lot from the way he started.

For single episode character development, Homura Akemi (Madoka Magica, episode 10).

Re:Zero definitely has some killer development with the main character. Subaru starts off as your perfect optimistic protagonist, and over the course of the show he becomes a broken and completely beaten mess, and the changes his character ends up going through are really cool to experience.

Yona from Yona of the Dawn was very well developed female character. You see her struggle and it's not an instant trandformation. But she goes from a spoiled, ignorant princess to a resolved leader and bad ass archer. I really want more of this show.

I pretty much have to say Nobuchika Ginoza from Psycho Pass.
He goes from temperamental lead inspector of Division One. A guy that's essentially mad at the world, especially his dad and former partner. Who tries to hold everyone at arms length, in spite of the fact that he really does care, in order to keep from being hurt again.

He ends up being demoted, essentially becoming a prisoner. Does a 180 on his feelings toward his dad, and ends up becoming a much more gentle and visibly caring person. His appearance also changes as well over the course of two seasons and a movie. (I'll forgo the "What doesn't kill you makes you sexier meme" for the moment but it does exist. And it's true in his case at least.)

Meruem from HunterxHunter deserves a mention. We see him live his whole lifespan from birth to death, watching him pondering not only the purpose of his existence, but grapple with the nature of his existence. He is born incredibly cruel and selfish, yes. However, given everything, it seems incredibly appropriate, which makes his transition all the more alarming yet believable.
