Anime seasons do not exactly match/start/end on the equinoxes or solstices.

The Winter season starts in January and goes through March, it's the first (Anime) season of each year, not the last one, so upcoming is Winter 2018. The Fall 2017 season ends at the end of December and is the last season of the Anime schedule year.

Winter only begins on Dec 21st in first place. Anime season naming pretty much match the season they are in (+- 10 days).

Technically, the winter anime season includes anime that premiere from December - February, but those that premiere outside of January are considered outliers. The other anime seasons follow the same pattern (the month most premieres occur in, plus the prior and subsequent month).

There are some sites (such as a popular one for tracking who is streaming what that has "fansub" as part of their name) that follows the convention of using the year the December in question falls in for how they label the winter season (i.e., go there and you'll see the list of titles that began with the 12/23 premiere of the Drifters episodes 13 & 14 as "Winter 2017").

From what I've observed, however, CR's approach of labeling the season by the year most of the premieres of the season happen in seems to be the most common method.

We label the same way as Japan does. Any other way of labeling is basically the deviant way.
