People with money (or with access to people with money they can entice to buy stuff for them) who either play games on consoles or are interested in acquiring a console to play games on.

I think the generally accepted idea is that video games are for boys both amongst the industry and the general audience, but I think in actuality, it's about 50/50 between the sexes.

If you look at the statistics:


Then it's clearly indicated that most hardcore/console gamers are as a matter of fact men.
Women doesn't even dominate any genre they are overrepresented in.

Also, if you break it down by age:


Then it becomes clear that the target audience, if you have to select between "men, women or 50/50", should be men. This is because that is the biggest category for milking an audience you know already exist, and will exist for quite some time.

Targeting women in sims or match-3 is of course a clever thing to do, if you want to be specific, but those don't tend to be console games, but facebook games/mobile games. The biggest exception is perhaps games like "The Sims" with a 50/50 share of female vs men audience, which is on PC, and that is if you count PC as a console game. In general PC also seem to have a higher amount of female audiences, probably because the accessibility of having a pc for other purposes and not having to buy a machine "just for games" is perceived as more value gained (and they can use social media on it too). Social activities in general seem to be a big sway on women as they have much higher interest in people, while men has a bigger interest in things (see the google memo for details, or read the recent google CEO's statement on the matter as for why they are 20% female employees).

Trying to create a new female audience on the current consoles also seem like a challenging thing to do. Women stand for 80% of consumer purchases, so many big companies hunger for these values greatly as it is A LOT of money, and there has been no shortcoming of attempts at swaying over such an audience. However, the bigger game companies that have tried with existing brands falls flat as the audience they want to attract are different from the audience they've already have, causing a miss-match of expectations. In general the existing form of gaming that made it popular to begin with seem to better fit a male audience, though the inclusion of more social elements in games seem to be attracting a female audience. I would not be surprised if future titles has a greater female focus, but those would be completely new game series, and not the evolution of existing games. I'd still think "female only, or heavily focused female"-games would be very niche. An example of this, and the main successful audience of games targeted towards a female audience is found in Japan as "Otome games", usually as visual novels with pretty boys and a kind sweet female protagonist. These games are niche even there, as such it is not to be expected that a Western market will get a "primarily dominant female game"- types any time soon. However, a broader "games for everyone" market may increase as more ladies are attracted towards console's social aspects.

To me as time continued, advertisements began to display different audiences and not solely boys as I mostly remember as a child in the 1990s. If my recollection is accurate, many of the commercials that I viewed on television displayed a group together was Board game commercials.

There is currently a variety of advertisements now toward children, teenagers and adults, so I will say my answer is everyone.

in my opinion from playing the games, I'm going to state mostly males. I've seen girl games and I hold no interest in them. as a tomboy goodness I enjoy my game play without a doubt. I enjoy Samurai Warriors, Call of Duty, Destiny... in my opinion, going to break it down further, I find games are designed for everyone, however, in most cases the characters we can first use are males, minus CoD where you can start out with a female in some cases (depending on the game), even Destiny you can play as a girl. but, overall, I've met women who are fantasy/RPG players but I haven't met many first person shooter females.
