It still depends, Discotek probably only has the rights for US and Canada and just gave it to CR. If you want a reverse example in US and Canada we can watch Anonymous Noise on Amazon or HIDIVE yet it's region restricted (I know to UK and maybe Nordics?) for us on Crunchyroll. Sentai Filmworks got the rights in NA and doesn't work with Crunchyroll anymore, Anime Limited got the rights in UK and puts all their stuff on Crunchyroll.

To follow up on that a bit, here are the Anime Limited ones, only available in the UK, and not in the US: /publisher/animelimited
And here are seven more only available in LATAM (and not in the US): /publisher/yowu

It's not like they don't try to get more for other countries, there just aren't that many opportunities to find local distributors, who have the exclusive rights, who are actually willing to let CR stream in their backyard...

Ah, you're right, that one is mostly in French-speaking countries, and only subbed in French, apparently. Kind of hard to look some of those up when you can't see them yourself.

@Ejanss I laughed at the end of this alternate Night on the Galactic Railroad synopsis: "The characters as depicted as cats, presumably to avoid the problems of animating humans." https://www.amazon.com/Night-Galactic-Railroad-Mayumi-Tanaka/dp/6303968937 They were human in the original book!

I watched the film a while back, definitely worth watching if one either A ) wants to be a snooty elitist or B ) wants to make fun of elitist tastes.

I just like space trains. Though not quite enough to finish GE999... yet.

CR sublicensed this catalog show from Discotek Media and not directly from the Japanese licensors. Discotek Media is just a small company, hence the only rights they have are from US and Canada.

What can they do? They can approach the original licensors for more regions, but will it bring more viewers? To be quite honest, majority of the paying users here only care about simulcasts. Shows that finished airing seasons ago barely pull new views.

You are both right and wrong. Those that are here mostly care about simulcast, but the biggest complain I hear from people who don't have CR subscription is that it lacks older shows.

Beyond that, it might not be available ... remember that Viewster started as a company licensing titles for other streaming businesses, like Netflix, and then went into their own international streaming based on the collection of rights they had picked up with broad international coverage. It could easily be that free standing streaming rights are already signed away, but to avoid interfering with physical distribution deals, there is an exception for streaming rights that accompany a physical release. That would account for DIskotek being able to sublicense the stream on Crunchyroll in territory of their physical distribution, but no further.

Regional territories and streaming / VOD (Video on Demand) / Physical distribution are ALL just common contract terms ... they don't have legislative basis beside's the creator's original legitimate right to specify who gets to make copies of their work, on what terms. Almost all of the structure beyond that is determined by the contract language that is set down in rights deals, and is subject to variation from company to company and, indeed, from contract to contract.
