I'd agree, passive learning takes quite a while. I've been watching subtitled series off-and-on for the last few years, but I'd hardly say that I could carry on even the simplest of conversations in Japanese. Then there's the issue that the language used in anime usually isn't the type of language you'd use in everyday life (unless you're watching a slice-of-life series, and even then you might want to be careful).
Anime provides a nice supplement, but it's a mistake to rely on it alone to develop basic proficiency.

although in the end the more immerse the learning the faster you will learn

Yeah i keep the audio on videos pretty high so i can pick up some words here and there
then i use my japanese coach game on my ds sometimes to double check or learn some more

I didn't at first, but after a couple years I certainly have, its fun now to watch Raw's sometimes and actually start to understand whats going on a little.
