My guess would be the countries that use sex-changin surgeries. The nordic countries could be one due to their socially liberal values. Some Arab countries might also count for a different reason: in contrast to Western belief which assume that sexual orientation is a moral choice, the people in more collectivist culture tend to belief that sexual orientation is less from moral choice and more from other uncontrollable factors like biological mismatch.
