I imagine the first thing that'd come to mind is to read manga. Though we're fortunate to live in age where there is an overwhelming selection of entertainment. From age old literature, to video games, to movies/TV shows, YouTube, fan fictions, etc. I don't think people would have such a difficult time finding something else.

the world won't stop if there was no more cartoons (regardless of location). we'd have to adapt. but in theory, if parallel worlds existed, what if cartoons never existed there, they wouldn't know what they would be missing. and just because someone is outlawed or taken away won't stop things entirely. at first there would be pirating, second, unless they come along and kick down every single door, there will be a strong chance the stuff will still be out there. so, it's a yes and no situation. over all there will be a larger suicide rate, in theory of course, possibly criminal acts to "get the fix" so to speak, and, then, in the end we'll eventually settle down and figure out life goes on without cartoons.
