Train endlessly in the way of the SHinobi then execute all of the politicians that caused it to be banned in horrific ways modeled after certain events within anime.
Such as being tied to a weight and having the weight thrown off a skyscraped, i love that episode of hellgirl.
This is also assuming that in this magical world where anime is banned, That i have the capacity to become a shinobi. And there better be a sailor scout involved somewhere along my fantastic journey, or i would manipulate the Senate to get reality banned, MUHAHAHAHAHA.
