Please help me identify this anime, all I can remember is as follows

At the start, the guy is at a bar and the barman is kind of mocking him,suggesting different tyesof women he should go for. One is a mysterious girl wearing a dress bare footed on a beach. its in the first episode... i just cant remember. help!

i have two i cant remeber the names of

the first one is an anime about this paranormal gov force/squad. they all dress up in dark coloured clothes. I watched only one episode where they are tracking doen this girl with powers killing ppl who i think may have abused her..:S when they do find her one of the girl (from the special swuad) burns her alive. The location is japan and the teams initials are something like ICPJ.

The next one is where there are four main characters. all pof them have cybernetic implants. two have them in their left/right arms, the other in his legs and the girl has it in her eyes. the strongest of the group calls his arm jabbawockee. he struggles to control it and it gets really gruesome hen h loses control. another random fact i remember is that he finds out hhis parents are actually two of the worlds deadliest mercenaris, howling hyena and the silent wolf, who where hired by an organization to look after him.

I know all of this is very vague but ive been trying so long to find them. any help would be appreciated

It sounds kind of like Ga-Rei-Zero, but I'm not sure I remember anything about people being burned alive...

maybe it's Witch Hunter Robin. She has a fire power and I think I remember her burning people alive at some point. Also there is a special police-type-force that she joins.

she talks but after she finishes talking the mouth moves
but after comparing it to my dvd copy all she says goes with the mouth movement
so can someone tell me if their copy is the same
