Depends on whos staring. When a hot girl stares you dont hear me complaining but guys gotta be alot more wary cos alot of women tend to go crazy and say stuff like stalker if u stare for more than 1 second. Chill the fuck out.

Depends who you're staring at and what.
Well if you are staring at someone who is retarded and born that way... Well that's not very nice for a start and in general staring ain't nice. Then if you are staring at some idiot doing something idiotic, i would call that "watching" someone doing something.
But staring and watching are two different things, right. So to me staring in general ain't nice.

I think people stare mainly because they are curious or they arent used to something or anything along the lines of that....Best thing to do is prob ignore it...its not like you know most of those staring people anyways....and maybe if you felt like it you could stare at them back =P ...maybe start a staring contest or something

i get stared at a lot. i dress in Japanese clothes, so I get stared at no matter what
i usually give them a face and look back down at my shoes while hurrying away

People stare at me, I stare back... than a staring contest is usually on. :P
I generally dislike being stared at although people, even my family, do it quite often and I really have no idea why. It especially annoys me when someone doesn't stare directly at me where can I see him/her, but somewhere within my peripheral sight range... that's annoying because you're not at 1st sure if it's really someone staring or just you imagination playing with you.
