The calendar was originally based on the moon cycles which actually take 29 (29.53 to be exact) days to make a complete cycle. However, the earth takes notably longer to circle the sun completely. (365.25 days to be exact)

Feb has only 28 days because they were originally trying to cover for the lapses in time with the moon cycle and the earth cycle. This has never been expanded upon.

The reason why we have 29 days in Feb every four years is a way to equalise the extra .25 days we obtain each year during the sun cycle.
After four years it culminates into a full day, so we add a day to keep the calendar accurate to the sun cycle, so our seasons don't become off by a day every four years.
