By the unfortunate victims I mean those except the protagonists and antagonists....

For me I think it's the Kusabi (Seijiro Makabe)....
I mean...he came to to make researches and look into the town's Folklore,I don't think he would ever come if he had expected that horrified fate....

Hmmm... for me, it would be the limbo woman. she's so torn up! no arms, slashed face. by the kusabi of course. and one spirit list includes her dangling on the ceiling. *shivers* (but that shot was my most highest score. haha!)

I'm surprised people don't mention Chitose. I would think from the second game she does have a very sad story. Losing both brothers before being claimed by the darkness.

You're absolutely right,Chitose is one of my favorite ghosts that I've adored and sympathy...
I still hear the bell sound when she run and hide, and there is that room where there were writings on the
walls all over saying:"Help Me", poor thing....

i agree with you all but also the blinded is also very pityful. She was blinded forcefully and its just very sad and horrible when you watch that cutscreen in FF1

nah , he chose his fate and decided not to escape with his apperantice. If you read everythign and watch through ever cutscreen at least once you should know that he chose to stay behind so that he could see the abyss and thats why the ritual failed cause he was actually glad to be thrown in.

yeah, chitose is the most unfortunate. losing a brother, always afraid to be alone (always hiding in a closet), witnessing a massacre, blinded by the darkness, and finally consumed by the darkness. and yeah, i saw the writing that says help me.

yeah. the kusabi chose his fate so i don't understand why he has to be a vengeful ghost or an attacking ghost... is it because of the malice?

Its cuz the ritual failed and the malice was released and his ghost was somewhat fused or possesed by the malice and it turned evil. Same for Sae. Its similar to Kirie in Fatal Frame 1 where she was possesed by the malice (i think) which was spilled into th real world when the ritual fail because Kirie became too attached to the real world by falling in love with a man.
