That's not true in the slightest. Maybe an English/Language teacher is, but not all teachers are word smart. Look at the teacher who taught high school for 17 years who was illiterate.
Having good grades doesn't qualify whether or not a person is intelligent either. Einstein failed school but I wouldn't be one to call him dumb.
Having a good job doesn't also qualify whether or not someone is intelligent. Look at Bill Clinton. Brilliant guy, great speaker, president, but not smart enough to stay away from Monica.
I will agree, however, that how someone interprets and answers a question does dictate whether or not they can be gauged as a fairly intelligent being.
