Hands down, Weiss Kreuz. Or 'Knight Hunters', since the translation 'White Cross' would have ticked off too many people because of religious sensibilities. Especially since the series deals with assassins.
Aside from the guy voicing Hidaka Ken, the rest of the voices are just... off... for the characters. It's as if they didn't even try to find people that sounded similar to the original seiyuu. Granted, it isn't the greatest series to begin with (I'd hesitate to call it abominably bad, but there are only so many ripoffs of 'La Femme Nikita' one can do with any seriousness and really make it work) and the animation was about as low budget as you could get and still call it anime. However, the outfit that dubbed it could have tried a little harder to find better voice matchups. I'm also not saying that the voice actors themselves are bad, just not right for these roles.
The current group of active voice actors that specialize in anime do a far, far better job at trying to match their inflections to the characters they're playing. Granted, I've sort of gotten used to picking out various English voice actors (hey, isnt' that Ichigo's/Fullmetal's/the Major's voice actor?) when I hear them. But the English voice acting done today is MUCH less jarring and mismatched than it was back in the 80's and 90's, by virtue of having better people and more experienced American distributors.
