When I think of Horrific dubbed anime, there are three that come to my mind:

"Pilot Candidate" (AKA "The Candidate for Goddess") - Okay. So you already have a lackluster "Neon Genesis Evangelion" rip-off story with admittedly awesome animation, but characters that are about as creative as a dryer sheet. How could you make it worse? By getting a noobie ADR director along with the WORST acting from a group of actors I think I've ever heard. Seriously, EVERYONE'S performance sounded wooden, lack-luster, and downright forced. Joshua Seth is a great V/A, and his portrayal of Tai from "Digimon: Digital Monsters" was outstanding, but his portrayal of "Zero" was at times, downright annoying! On top of that, they didn't even try to match the character flaps for most of the series and the subtitles did not match the original japansese. Please note that I'm not an expert in the least on the Japanese language, nor do I know how to speak the language, but I do know some phrases and words that we used in the Japanese dub that was not used in the subtitles. To me, it was like a very poorly done Fandub. The most ironic thing in the world--there are extras on the DVD that actually take the viewer through...DUBBING AN ANIME!!! Seriously! I wish I were making this up! I also did my research, and according to ANN Encyclopedia, this is the one and only project of the ADR Director Wiley Isa...gee...I wonder why...

"Tenchi Muyo GXP" - Now, I didn't really have a problem with the V/A work of the new characters like Seina and Amane, BUT I did have a problem with the voices of Tenchi, Ayeka, Sasami, and ESPECIALLY Ryoko. Who in their right mind came up with the brilliant idea to cast Mona Marshall, an awesome veteran V/A who has, for the most part, portrayed pre-teen and teenage boys in anime, as the space pirate/hottie-with-a-body Ryoko?! I swear, from the moment she opened her mouth, I half expected her to shout out "PRODIGIOUS!" It was heartbreaking to watch.

"Angelic Layer" - Oh, where do I begin...To start off with–there is a SEVERE pronunciation issue with this series; for example, the honorifics like "kun" and “Chan”. If you’re going to use it, please use it correctly–AND CONSISTENTLY. Seriously, there were times when they used it, and times when they didn’t. And this inconsistency wasn’t just episode to episode, it was almost scene by scene! One moment, Kotaro was just Kotaro, and the next moment, he was Kotaro-Chan. This whole script suffers greatly from pronunciation issues. It’s sad…extremely sad. And really inexcusable. The icing on this fail-cake has to be Kotaro’s V/A, Kevin Corn. Listen to him say a word that ends with the letter “T”. I call it “Crispy T’s” He has it in EVERY SINGLE ROLE he plays in and it is annoying as heck! Honestly, the only other person who was bad in this one was Hatoko as played by Sasha Paysinger. Who told her she could pass for a five year old vocally? Ugh...

The comment of the person that uploaded this echoes my own sentiments exactly:

The dub begins well enough, some voiced are great while some are decent, but it's certainty watchable.

And then part 2 of the series begins and...well, Its pretty obvious that the dubbers just stopped caring.

I never get tired of posting Guin Saga as one of the worst dubs. And my props goes to the dude/dudette who put that youtube clip together.

The trouble with Guin Saga is it's actually a good story. I like the characters, the plotting, the designs, the rich swelling music. It could have been such a good contribution to the fantasy genre. However, the dub is ridiculous, like they went for melodramatic campiness, instead of quiet determined drama. (I've also heard the subs aren't much better, but haven't actually listened to the Japanese audio). Which means recommending it to someone is damn near impossible. My husband did watch it with me, but it was a struggle once part two began.

the "samurai x" titled english dub of rurouni kenshin is terribad.
the rurouni kenshin titled english dub is alright though. yes there are two different english dubs.
i'm pretty sure it was the good one that was played on toonami on cartoon network however many years ago it's been... and the bad one is up on hulu for anyone who feels the need to punish themselves.

The dub for The wold only God knows makes me cringe. Especially the voice for elise. She is voiced by luci christian who has done some amazing work in the past but for some reason does not fit the character at all this time. This could be because i have only watched funi dubs and this was the first time i had watched a dub done by Senti Filmworks. well partically watched i switched to subs pretty quickly.

Well comparing the orginal voices. Almost all the US English dubs are bad. There is only 1 series I perfer a dub over the orginal and that's Sailor Moon, I like the Cantonese dub over the Japanese. There's something about the Japanese voices that aggravate me.

Either Lyrical Nanoha, Highschool of the Dead or Clannad. I like most of Sentai Filmorks dubs but Clannad and Highschool of the Dead were just awful in some parts. To be fair though, Luci Christian was still damn good playing Nagisa in Clannad.

I didn't know Nanoha got a dub!

But when I think of horrible anime dubs, I think of these two:

Bishoujo Senshi Sailor Moon

Cardcaptor Sakura

Dubs, for the most part, have greatly improved in the last several years. While I haven't yet found a dub to be so cringe inducing that I couldn't watch any more, there are a few that I can think of off the top of my head that could've used some help.

As others have said, Sailor Moon had a pretty bad dub, as well as the dub of One Piece that 4kids did. Fushigi Yugi didn't have the greatest dub, but I think it was Miaka's voice that really annoyed me; I actually liked several of the other character dubs. The Bleach dub is pretty mediocre when it comes to certain characters, but I guess it's hard to avoid that with a series that has so many characters; it's the same for Naruto.

There are also series where I've heard the Japanese voice and then heard the English dub voice, and I just don't think the dub voice fits. For example, I had this reaction when I was watching the Fate/Stay Night: Unlimited Blade Words movie a few days ago. I've been keeping up with Fate/Zero on CR, but I've never seen the Fate/Stay Night anime, so I'm not familiar with its dub (this will be remedied soon as I just managed to find the individual DVDs used for pretty good prices - one even for 99 cents. lol). I don't know if the voice that did Gilgamesh in Fate/Stay Night is the same in the movie, but I just didn't think his English voice fit at all. It could entirely be because I'm used to his Japanese voice from Fate/Zero, but I was just like o_O when I heard him. I also didn't like Lancer's voice in the movie, but I have no idea how Fate/Stay Lancer sounds in Japanese. I just wasn't a fan of the voice they used for the English.

Ghost Stories, because there truly was no plot, but plenty of unnecessary comedy.
