It really isn't something you can control so saying should it be allowed you would have to be more specific on what your talking about. But I think there is a right way to sag and a wrong way so if your going to do it at all then you should at least make yourself look good while doing it.....

I believe people "sagging" are pretty fucking retarded but I understand that people have their own rights on choosing how to dress. The only instance where it would be intolerable would be when they have nothing underneath, personally not a sight I want to behold.

err, not sure I care so much as long as i dont have to sit behind one. I actually like to wear baggy pants but i keep them hovering somewhere in there level of decency (above the underwear anyway)
