most likely the story , sometimes the art is tolerable (it doesnt have to be the best) but i know when to give it up and thats when u can't tell what gender the character is or wtf it is...

When I was in my pre-teen years I read manga ONLY for the art. If the cover didn't look pretty, I wouldn't bother with it...which was really sad, cause I neglected Fruits Basket for the longest time because I didn't think the cover art was pretty enough LOL.
But now, I read manga based solely on its content...don't really care if the art is terrible or not. Its pretty sad, because some manga have such good storylines but less than amazing artwork (ex. Monster) while the other 'popular' manga rise to the top just by having pretty art and remodeled cliche plots.

Initially, it's the flip through value on a manga I've never read before.
The artwork, narrative art and layouts always catch my eyes first when I'm out in a store or at a conventions dealers room. If the storytelling through the artwork and page layout / panel layout doesn't give me a general idea of what's going in the story without the wording, I tend not to pick it up again until I've done some research later on.
It's kind of sad, though, because there ARE some mangas that have some really BAD artwork and page layouts, but the stories are actually pretty dang intriguing. One example is, "Return to Labyrinth". The artwork in that series is pretty bad, panel layout even worse, but I sat down and read parts of the first 3 books over on the Tokyopop website, and the story is actually REALLY good!

I like manga with nice clean artwork with a very captivating start. If the manga has a very messy art style, it is hard to get into it.
A manga can have a complex story but I dislike it when it is tries to cram my brain full of background info at the start.
I also like reading about story characters who aren't too serious. They have attained a certain level of experience and the manga has two ways to go: either forward or backwards to give the character a lot of depth.
As a bonus, I also like it when the character has cool weapons or a really awesome fighting style or techniques, etc.
For comedy mangas, I almost never start reading them until I've had a look at the anime version.

Usually I'll have watched the anime first and maybe it would have been left on a cliffhanger or something for example so I'll look for the manga
(I really shouldn't since I ruin it for myself but I can't help it sometimes  )

well, i usually look at the cover art, then the summary and then i read the first chapter and see if the main character is a "turn off". i'll read it the guy charater is hot too : )

Hmm.. most of the time I consider the drawing. But I also look at the story, too. Of course that's the important thing.
