It's usually some combination of the genre, plot summary and art style, prioritised in that order. I tend to stick to shounen and seinen series. There have also been a few instances where I've heard of the series as an anime, and decide to start reading the manga (more likely than not because it's more accessible than the anime).

I don't want to sound shallow but I feel the art should be number 1. the storyline 2, and the progression througout the story 3. Manga is art, not literature so it should be visually appealing however if the plot is boring and inconsistent the reader loses interest.

First, when the anime you got hooked on ends without any resolve to the characters relationship. Second, anime that produces hundreds of episodes building up the tension between two charactersand than ending with an "Open Ended" ending. Three, anime that tends to end with an episode that does not feel as closure to to the story.
Though reading Manga, because of those above issue can cause further dislike of a Manga Title.
