Probably the summary and category. And if it doesn't have very appealing artwork, then I sometimes lose interest. Sometimes if the story is good enough I just don't care and keep going. So it depends mostly on the story and type of manga.

Usually the art... and then the storyline. If I like the way the art looks I will give it a go... about half the time I will like the sound of the story and then read it.

When I'm looking for a new manga to read, I'll first look through genres and what usually catches my eye is the art, but of course the storyline has to be interesting. >.>

Well the number one thing is the art...
I'm not the type to be overly picky, but the art has to be really good or somehow newbie like, but like it had a lot of work put into it
Second, the plot
Third, how moe the girls are (lolis are the best) though if there are too many guys bleh.. I dont mind harem though

Its usually the art first, story second. Plus if i have heard of the title before ill probably be more likely to read it than something i haven't.

Art. (they are always so much more beautiful in manga than animes)

Plot (some animes like to mix chapters randomly around which is =.=)
