for me it is sure Ikeyamada Go,shinju mayu ,tajimamimi and Minami kanan they are the best at writing stories and classifing the events^^

My favourite is Ai Yazawa I love her storys and her drawing styl.
Her charakters are never shallow and well developed.
My favorite Manga is Gokinjo Monogatari

Author of the touching and very popular Fruits Basket.
Her artwork is good and her stories are touching.
My favorite by her is Fruits Basket -- very touching, very funny, very reliable, very lovable, almost lifechanging and the title goes deeper than it sounds.

Yabuki Kentaro, hmm...isn't he the genius behind Black Cat and To-Love-Ru?! It rings a bell. Fujishima rocks, btw. I love Ah! My Goddess and You're Under Arrest.

1. Hiro Mashima, author of Fairy tail, Rave Master, monster Hunter Orage as well as some other stories I dont know about.
Although it would be cliche for me to say him just cause fairy Tale. Actually my favorite story from him is Rave Master, Fairy Tale is great but Rave Master i beleive was his first serialized works and it draws me in a lot more than Fairy Tale, The main character isn't just a fight junkie like Natsu is and their are some really gripping moments that can make anyone cry. Hiro Mashima is a great Author in that he gets better as he goes, if you were to look at vol. 1 of rave and Fairy Tale's latest volume then you would see a huge difference in art style that progressively changes throughout Rave and his stories, although similar to alot of other "mainstream" anime/manga the presentation really separates him from the rest

2. Minazuki Suu. Known mostly for his work Sora no Otoshimono, he is an ecchi mangaka but his type of ecchi is different. Its overbearing and sometimes borderline H but he mixes it with a perfect blend of comedy, emotion and story with actual charaters, not like most ecchi were the character development is shallow at most. Also his work isn't just ecchi, well it is, but he understands how to create a gripping story that can make anyone feel emotional and he creates a link between reader and characters so the emotions you feel match the character's own

3. Akamatsu ken. he's the mangaka who did Mahou sensei negima!, Love Hina, and Love A.I. as well as other manga i'm unfamiliar with. He knows how to create a great story and personally, imo he's one of the last great ecchi writers, most ecchi now-a-days lacks story and character development as well as overall quality but with manga like Love Hina and Negima!? you dont see that . Akamatsu-sensei is a great mangaka overall his mangas are all well written and developed and he's not afraid to use a chapter or two to develop minor characters in stories, like in Negima!?, the over whelming amount of characters in the story have all, or at least mostly seen some degree of character development. Ken Akamatsu combines story, with comedy, and deep character development to great great manga
