Well, my mom would always tell me to stop making stupid faces or it would get stuck that way. Apparently she knew a girl in High school who stuck her tongue out one day, and the wind blew (or something mysterious like) and her tongue stuck like that forever!
*giggles*

And of course I was told that the boogeyman would get me if I went outside at night. I never knew who he was, what he did, or what he looked like. But it sure scared that crap outta me. x]

These sort of ideas have been in use for ages.

Consider Aesop's Fables and "The Boy who cried "Wolf!""

When I was little, my mom and adults used to tell me If I don't listen to them, Yamanba(the old lady who eats kids) will come and get me.

My mom used to tell me about boggarts.
"If you're naughty a boggart will climb into your bed and pull on your ears!"
My father used la Llorona, who hunted children and drowned them in the river.
