I really don't know of any generals that didn't actually get to fight in any wars, but thats what I think makes a good general, "winning" without losing any of their men (and nowadays, women).

I think almost all the khans. From Ghengis to Kublai, each one was a great leader. Imagine uniting a tribe of herders into one of the world most feared conquerors. Its truly a feat that many would say is amazing. Not to mention alot of tactics we use today are also part of thiers. Feigning retreat to disorganize a stronger opponent. They are also the one country to have the largest world conquest map compared to many other great leaders.

Hannibal -- I personally really like himm. (yeah world wars had great generals to, but I am atill more into good old fighting).....Well yeah he failed too but...
But how he planned his battles, that was amazing...Especially Battle of Cannae 215 B.C ...........How he managed his units..How he got Romans in trap..An they underestimated him....I found that battle to be really genius......
Whe I read about Cannae battle I was amazed...True that Scipio defeated him..But I still think, he was one of the biggest and best general in history.....Still nothing last long, even Roman empire not...

Greatest military leader would have to be Genghis Khan (Though I would say he sucked as a nation-builder^^), reason being that he started all from scratch and just been a lowly tribal chief etc, alexander the great I would have to say comes second for he never lost but the main reason why he even was successful was because he had the best tutors and guidance from his father Phillip (who made the army) therefore allowing him to be successful and also putting in perspective, Alexander had to fight loosely discliplined, low-moraled armies and incompetent leaders using tricks that even a moderately learnt general could do and been more successful because of his greatly discliplined army and talent staff while genghis khan had to build his troops up, fight in a age where military warfare efficiency was at its peak and he had to fight well-discliplined armies, formidable defences, good generals and the like.

Julius Caesar - I think that he would have to be considered one of the most important mitiary figures in the West.
Alexander the Great - Is another great military figure, it is interesting to think how history would have been different if he simply lived a longer life.
What about Charlemange - his military conquests help define Western Europe during the middle ages.
