*hmm* seinen... well that term is pretty vague (internet sources, even wikipedia, are unsatisfactory in classifying which anime targets which audience; even the anime developers don't even bother classifying which audience their anime is targeting. Kind of like Claymore, its shows up in a Shonen monthly magazine, but adult men pick these magazines up anyways, to read chapters like Claymore to ease their commute).

Fortunately there are those certain earmarks... mainly the dominant idea of "Plot superseding action" development... which can give you a clue on what audience its targeting.

(Also on a random/interesting side note manga publishing; due to the popularity and ease of getting into Shonen Magazines in comparison to seinan targeted magazines like Weekly Young Jump, most manga authors try to get their manga published in these shonen magazines, to increase their manga's popularity. But its a lot more competitive in keeping your manga chapters in these magazines, so thus its common for manga to be bumped into monthly issues or published other less popular magazines. Also depending on the development of that certain manga chapter, it can also be published in seinan magazines depending on its popularity and the presentation/offer by the manga's author).

sooo I'll probably go with Monster, the manga and anime... its actually kind of funny, since its written more like a novel, than any other anime series I know of...

another few animes I can think of atop of my head:

Elfen Lied - for its enthralling plot concerning the creation of monsters (more so in the anime than in the manga).

Darker than Black - defiantly for that dark noir theme

Akira - self explanatory

Neon Genesis Evagelion - for its conditions of human turmoil and thought provoking plot (didn't like it when I first watched it, but when I saw it the second time my second disposition was the exact opposite from my first).

Claymore manga - Personally its a top favorite for me (it lost a little bit of its luster sadly, but I still keep tabs on it)... although it starts with a cliché shonen beginning plot (thus its introduction into Shonen Monthly), the author fortunately started delving in character development since the Theresa Arc. Making it all the more intriguing to follow.

Usually seinan animes involve more plot development over action... actually the term is really hard to define, but it involves a strong plot and or more adult oriented topics (like sibling love-relationships and forbidden love) and images; Elfen Lied is to me, what makes a seinan anime a seinan (it has a good chunk of all the earmarks). Also it doesn't have to be more story driven, it could have more adult themes, like Ikkitousen.

Ultimatly "seinan" doesn't really mean anything, even towards demographic, since adults read and watch shonen in equal measure to kids watching and reading seinan (even in Japan). Even in mangas we consider to be Seinan are shown in Shonen Magazines and visa versa. However some kids just want thier favorite animes to be in the big kids genre, so thus the debate.
