NO its not an anime. It was created in America and is not considered anime. Avatar was "inspired" by many animes and american creators decided to make their own type of franchise using anime techniques.

Not in the official sense but there was a review on it once that said: "Avatar blurs the line between anime and cartoons until it becomes irrelevant" and that seems about right.

I say no. It's true that is has some anime elements, but it leads more to a cartoony style.
