Well.. people have already answered.. But yes indeed.
The licensing is when a foreign company buys the anime series from the animation studio.
The company that buys the anime series, actually buys ALL of the copyrights etc. from the animation studio. Thus making every replica that hasn't been approved by this company illigal, because they have these rights. They have the power to prosecute any online site that still hosts the anime series. That's why when animes are bought by companies (and thus licensed) the anime is taken off the internet. Because nobody wants to prosecuted ^^;
The licensing was ignored for quite a while.. until some companies actually prosecuted a few sites. Since that happened most sites won't take the risk anymore.

Btw.. Just a side note: Im absolutely against licensing. First of all, the company usually screws up the whole animation, cuts parts out and gives us crappy subs and uses bad quality (cheaper for them to produce).
Secondly, the original animation studio does not earn anything after licensing anymore.. So all the merchandise and animation that you're buying from the stores. All that money will go to the company that licensed the anime. The original creators and animation studio will get NOTHING.

I support the animation studio's, not the darn companies that make profits out of the hard work of the studios.
