There are really only 3 blonde female anime characters. They just get passed around to new animes each season. You have the bimbo, the flat tsundere and the loli-type.
There is a pseudo 4th type, a technicality since it is actually just a boy that looks like a girl.

Well, if I have to say...
From personality, it's Souma Himuroo (working!!) and Orihara Izaya (drrr!!!)
Guy cecil (Tales series) and Flynn (Tales series) have the exact same look...Like a copy..
Well, it works on Asch and Luke from Tales of Abyss too...
Ryugamine Mikado and that main character guy in kamisama memo-chou(forgot his name cause I haven't watched the anime yet) have this similar look too..
Yumasaki walker and Ichimaru Gin...
then.....Oh...I think there're still so many characters that resembles one another...:)
