as far as what "moe" is...

I think moe is a word thats pretty much impossible to translate properly, as it has been evolving quite a bit recently. I've heard it used as a noun, and adjective, and a verb.

I've heard moe translated as "burning passion" before. I've also heard it used to refer to a sort of lolicon character design, mainly devoid of sexual connotations. I think both of these terms can be correct, depending on their usage.

I think it's a word about like "otaku" - outside of the anime fandom it has broader meanings in japan, but inside the anime fandom it takes on a life of it's own.

I don't think you'll ever hear anyone say they have "gundam moe," but i'm sure you'll hear plenty of people say that they have "konata moe" (from lucky star), so i think usage dictates that practical meaning of a word regardless of it's "official" definition.

I think the word started to change when anime nerds were looking for a way to describe their love of a particular character, character type/trait, or even art style. They also wanted to use a word that would differentiate it from a sexual fetish. A glasses fetish and glasses moe may go hand in hand, but they wanted it to be viewed differently. "Moe," already a common term to describe passionate fans, seemed to fit the bill. I'm still not 100% sure that "moe" can't have any sexual connotations (or applications), but I think at the least they come secondary.

For example, if Anna (from ichigo mashimaro) is continually called "moe" by many people, pretty soon the term "moe" will conjure up similar images when used independently of anything in particular. Eventually "moe" will be used to describe anything with of a similar nature, particularly when so many people are referring to characters very similar to Anna. So eventually the entire anime "ichigo mashimaro" might be referred to as a "moe" anime.

I don't think you can clearly define what is and isn't "moe," you just kind of develop a sense for it over time. But you can certainly make some generalizations, though very little hard and fast.
