OK, people do have sex with inanimate objects but doing it through an umbrella hole in the picnic table is a bit too much.
It seems like the guy was doing it on the deck of his back yard. If the back yard is sufficiently fenced, then the city would not have a case. If the city cannot convict him on the charges, I can see a lawsuit filed against the city and the neighbor for publicly humiliating him and his family.
It's interesting how the neighbor keep track of the guy's activities and video taping it. The neighbor must spend a lot of time watching that backyard.
