It depends on how much source material (usually visual/light novels or manga) has already been written, how popular the source material is/was, and the budget of the studio producing it.

Zero no Tsukaima is on it's third season, the first season was 13 episodes, second season was 12.
A similar series, with a similar amount of source material, animated by the same studio, Shakugan no Shana, has had two seasons of 24 episodes, (plus a Movie and some OVAs).

So it probably also depends on what the studio want to do with their schedule, or whatever the person paying the studio to make it into an anime suggests.

Because people get bored if the story is too long (like many people already said here).
The only "long" anime that I like is Inuyasha but I prefer 13 episodes to 26 episodes in one anime.

Most of the replies here can be summed up into these three, so I'll address them, no particular snub to blckfox7.

1. No, it has nothing to do with the length of the manga. They might re-sculpt the script to fit a particular 13/24 episode block, but they will willingly cut/add/shorten/lengthen scenes to make it fit.

2. Nope, popularity has little to do with it. A manga can be good and an anime can be crap. Many animes are no longer based off mangas anyways. They don't actually know how their ratings are going to be until after they start airing, so they can't decide at say, episode 10, "oh, we're getting decent ratings, let's keep going till we hit the magic number 24 or 26."

Anime continuations consider many other factors asides from television ratings, unlike Western shows. There are a few exceptions to this, but most don't operate like that.

3. Possibly.

It has more to do with the broadcast channels. They need to make arrangements in advance, going to X entertainment network and saying, "Hey, we need to show this many episodes starting on this season at this time every Wednesday night."

Then they talk to the advertisers etc and work things out with all the other shows that are to be put up on prime time. All the broadcasting networks are very aware of when there will be peak visibility each day/week/month of the year, so they try to put the "best," or likely to be most popular shows during those times to ensure people will tune in and get hit with the commercials.

These things have to be decided in advance, and they have to rewrite the script to make it work. They can't simply wing it and make however many episodes they want and expect the broadcasting networks to constantly accommodate them; there are always contracts and stuff. This is simply an economic strategy to allot and profit from air times in the most productive way possible. Also, some anime story-lines simply don't have enough content for a 24 continuous week showing, which is why they have the 13 episode block.

Exceptions to the rule are usually shown during "abnormal" times, and sometimes OVAs. There are special periods during the week that are reserved for this.

maybe because of the ratings, budget.. and if episodes are too long.... people would get bored...
