Bruce Dickinson has some of the best male vocals, if not the best besides maybe Dio. (and obviously opera stuff.)
Kyo from Dir en Grey also has some of the best male vocals, since he can do... well, anything.
Nico Vega is probably the only female singer who I think is REALLY good. Better than a lot of what you hear now, since she doesn't do that same crap every pop singer does- that "eyaeyaeya" shit and extending everything to the point I can't even tell a dozen pop singers apart.
