I don't think is pein because almost in every series the last one that appears is the strongest... and also I don't remember pretty well but I think that there are other's in akatsuki that didn't appear when gaara was kidnapped... I mean that there are others like pein...

I think madara Uchiha is the strongest but will become powerful because he wants itachi's and sasuke eyes why do you think he told itachi about his or the eternal mangekyo sharigan because he took his brothers and he wants itachi to take sasuke's and then he will probably take his as well i wish they would have created more members ! Pein is still cool lol!

tobi or uchiha madara is now useless...itachi even implanted amaterasu in order to keep sasuke away from him...!and my opinion "i think madara will only be a guide for sasuke for the name of uchiha's to take their revenge coz madara can't do much now he will use sasuke not eventually make him as a tool but for sasuke's revenge also" (read the manga for more info.)

Madara at his prime, with the strongest sharingan known, and the strongest bijuu, he still lost. Now Pein, he is still young. He has the strongest doujutsu known, and he never lost a match, defeated the strongest shinobi in konoha, and is one of the strongest characters as of yet. He was able to seal a bijuu with only one body. Each body has an ability that helps another body.

Its already been said sharingan is weaker than multiple enemies, said by granny chiyo.

So since madara wasnt even as powerful with kyuubi and EMS, just imagine him right now against Pein.

Its just a rape scene right there, gangbanging and all.

Itachi planned madaras death, with a surprise amaterasu to the face. That means

Amaterasu>Madara

so just imagine Pein. Do you think pein would lose against this dude whos weaker than amaterasu? Madara was lucky he is able to escape that using his technique, which is even seen through with byakugan. Ofcourse rinnegan would destroy madara.

One big proof. Read the battle with jiraya vs pein again. At one point, jiraya said, my chakra, his eyes, rinnegan was taking away jirayas chakra. Remember how hinata said that she only saw chakra. So pein would easily beat madara, no doubt.

Just because someone commands you doesnt mean hes stronger. Kakashi commands naruto, yet he admitted Naruto is stronger than him. Zabuza listened to that fat guy, and zabuza was stronger obviously.

Of course PEIN!! The proof is his Rinnegan. Rinnegan is the strongest eye technique. And no one can defeated Pein exept someone who can understand his jutsu.
