Women can't go around shirtless because at some point someone decided that breasts were something that must be covered up just like genetalia. Not all cultures believe this... I agree about guys. While I am not fat, I doubt anyone wants to be blinded by my fishbelly white skin, which is why I keep my shirt on outside. That is also the reason I don't wear shorts in public.
