The breast factor. Since women have breasts (varying in size), it is proper for them to have them covered at all times (other than certain occasions) since if a woman went walking around topless, all of the men would be going nuts around her.

Because unlike a male who doesn't change his chest appearance that much from when he was a child. A girl does change a lot from her chest. It would be too sexually arousing to some males, and very distracting as well. Most women can control their sexual desires in public, better than males can. All though we like seeing a man shirtless, we don't become that distracted. I'm sure you would like to see this happen, but there is a good reason why it shouldn't.

That is definately true, we need that support, to keep our breast healthy, and to protect them from drooping. And it's easier to run with a bra than without one.
