Actually, they reference events that happen in Fumoffu in the Second Raid so they are connected. Fumoffu is the day to day life that Chidori and Sousuke share in their high school.
While Second Raid could be considered the 2nd season as far as main plot goes, Fumoffu is the true 2nd season.

Yes, but you can completely skip FUMOFFU (like me and watch it after) and not miss anything in the main plot. Yes FUMOFFU is the true second season, but it is a side-story that can act as its own series. Also most of the storylines from FUMOFFU are actually from the original Full Metal Panic! short stroies (not the original light novels) that co-relate to the first season of full metal panic!

Well season 1-3 covered 3 main stories of the novel and several short stories. Three additional stories have been published which can be made into another season. Currently there is only one more story left for the author to write but he is taking a break...

It was/is a proposed live action film. However, tons of those have pitched and most of them looked dropped at this point. I wouldn't get any hopes up about it.
As to a 4th FMP, there is nothing in the way of news and hasn't been for years.
The final novel comes out sometimes this year though, so if they were to make one it would be after that.
