There are quite a few jap who can speak english. Some of their english are excellent. While others not so good.

Anyway, shouldnt this be in the general section?

My bro told me that in Japan, they are required to learn english, they dont have to speak it all the time, but they at least have to understand it

Most of them are too shy to speak english, so they don't. But at school they're teached english, so most people will probably understand you when you go there.

They teach some basic english in japanese schools. But don't expect to survive in japan without learning some japanese. I don't doubt that they understand a little english, but that's not the same as being fluent in the language. Can you really expect every japanese person to be bilingual? Here in texas, plenty of people know some basic spanish, but not many of them are good enough to be able to have a conversation in spanish. So you can imagine what its like for japanese people.

I guess they'd have troubles with their accents, just like all people who learn English as their 2nd language.
