its a suspense, triller. Maybe leaving a clue to a second season if they were intending to create one. It is a long and complicated anime with so many themes, plots, symbolism, metaphor and all other elements of awesome story. Maybe he understands a little about himself and wants to make a change or atonement. Or maybe he got a totally new solution and probably wants to use his twisted brain to do more twisted things. Can not really tell.

You are absolutely right and a masterpiece it is! Its too bad that too few appreciate the work that has been put to complete it. i believe most of the viewers are of a younger age group and are not able to fully comprehend the beauty of this anime. It is really wonderful that you have posted this thread as it can raise awareness.

There are 2 possibilities:
1. Follow his old "picturebook plan" to kill at last his mother or everybody except Tenma who knows his identity.

2. To get his original name from his mother since Tenma didn't tell him.

Sadly there are still many open questions.

The problem that only a few appreciate this work is, that monster is a seinen, so the youngest viewers/readers are 16.
It's really rare that a seinen got success in a younger group like Oh my goddess.

For younger groups it's usually comedy for girls and boys. Shonen are most likely plain action and Shojo Love Stories.

Of course the open ending has been created for a continuation( In case of other works like 20th Century Boys or Pluto wouldn't have been a success, that's a common tactic of authors not to end as "onehit mangaka".
There was a retelling manga in monsters case.

There are also other reasons for mangaka to finish that way.
For example monster needed much reasearch about Germany so the time gap between "re"-research drawing and publishing became really small.

They get sick of their own story and just finish their ideas with an open end(instead of leading into a endless repetive story, becoming contradictory, 100% predictable copied and just plain stupid(not all points need to match) like Naruto / DBZ / Inuyasha / Detective Conan / One Piece etc. (At last the younger audience should wait some years before flame or judge that comment. You just got caught into the start atmosphere which may be good at all but at some point it becomes just terrible and you realize it later. For example I liked DB/DBZ in my younger years but I realized later after the Freezer-/ between Cyborg and Cellsaga it there was a point it shouldn't have continued which means it only concentrated on 3-4 characters and the others became useless)

A break for an Animeadoption. Most mangas get hyped while they aren't finished and the Anime gets too close(we talk about 1-2 months not 6+) like Gantz, Claymore etc. or eventually even get ahead of it with a different continuation like Ikki Tousen.
