It kinda depends.
Anyway I dont think its Madara
because when he revealed himself to Kisame, Kisame stated that he was a Kage.
and they say Hiruzen Sarutobi was the strongest kage.. :P

I think it's Itachi but he's dead but I think he was the strongest because he was the first person i know to awake Tsukuyomi, Amaterasu and Susanoo. But he didn't use techniques like these when he fought other people unlike when he fought sasuke. That's because he didn't like wars and battles. If he wasn't that kind of person who knows he would have been the strongest

Madara is weakened in his present state so it can't be him.
I think it was(because he's dead now) Itachi because Zetsu himself said that he was holding back and Madara says that Itachi never ceased to amaze him.
Someone must be always stronger than Naruto or its end of the series

I would say Naruto... BUT Pain gained all of his strength on his own without the leg up of a tailed beast. So I've gotta go with Pain (Nagato) just because he's so damn powerful & all of that power comes from him alone.

I find it impossible to say who's presently the strongest ninja, but I'm pretty sure that Naruto will end up as the greatest of them all. Like his teachers, I believe in the guy.
