One of the tools i use for backgrounds, specially poligonal ones are Google sketch or just plain illustrator. but I am a 3d animator as well so backgrounds come pretty easy for me cuz i jus gota model slabs and texture them, only problem with 3d is it takes awfly long if u want to make a castle or som sort of building so it's be better to just draw it up unless ur gona re use it. On the photoshop thing, anyone cna pretty much get free photoshop lol. go download Adobe Master Collection CS3 Suite, until CS4 gets released, which is pretty soon.

uh if you doing background, one most important part is the view point, so there is this technique where you put a dot any where in the paper and that point will be the farthest point of the background(i forgot what this thing was call). and that point can help you make like a sidewalks with building and street alot easier, if you want i can draw one and sent you the pic only if you message me
