^^^ 'Licensed' = short version: 'official distribution'.

Long version: ... uh, let's use an example to keep it very simple and mercifully short:

Takka Distributor of USA pays/buys the US rights from Robbo Wow! TV of Japan (or copyright holder) of series 'Bamalama Love!', making Takka the only official U.S. distributor of 'Bamalama Love!' Goru Distributor of Thailand buys the Thai rights of 'Bamalama Love!', making Goru the official Thai distributor of Bamalama Love! Bulldog of UK buys the UK rights of 'Bamalama Love!', and so on.

This is how a TV production company or broadcaster - e.g. Robbo Wow! TV of Japan and producer of 'Bamalama Love!' - makes money, selling country-specific or medium-specific rights of its TV dramas, films or anime to countries around the world.

Anyone who wants to broadcast a short clip or an episode of 'Bamalama Love!' on TV, online or DVD in the US must obtain permission and pay a certain percentage to Takka the official US distributor before broadcasting the clip or episode.

If you broadcast a Thai-distributed drama on a US-based web site, you can just about to get away with it. Some sites still broadcast some products illegally, but they usually leave it up until they receive a notice from an official distributor. It's then they will (wisely) yank it off their site to avoid getting slapped with a lawsuit. It's still too risky, though.

Since CR is based in the US, CR won't (or at least, try not to) have anything that is licensed in the US on its site.

Failing to keep licensed products off the CR site will result with a lawsuit from a US distributor, and it's very, very likely that the US distributor wins, which means the potential end of CR.

So, when CR refuses to have a licensed drama or anime series on its site, it's for the benefit of CR and its users. CR isn't doing it to irritate some CR users.

Hope all this makes sense. It's very simplistic but that is the gist.
