nope but there r mainly Japanese mangakas in the world...i've read 2 chinese mangas(forgot wut manga is in Chinese) and Korean mangas(i forgot this one too)

You don't have to be Japanese, but I think it is an advantage to live in Japan and/or write the manga in Japanese. I'm making a manga right now, and even though I am not Japanese, I know the language pretty well therefor I am releasing it in Japanese first. I prefer manga reading right to left, so if I was to write a manga in english it'd still read right to left.

Well yes, but it'd be called whatever it is in your country. Manga are comics, so in English you'd be a comicbook writer, Chinese its manhua and in Korean it's manhwa. So, basically, they are all the same, just with different names according to the language.
Comic books are generally stereotyped to be heroes and action orientated, Spiderman and what-not. Manga is a wide array of different genres. I suppose it's mainly the layout and basic drawing style that groups them, kind of...If you get what I am trying to say anyway.

I've seen only Asian(Japanese, Korean, whatever) artists for mangas and I hate to say Americans are under staff and such- sorry! They have never once made their own title or will they. There are new independent works like on Tokyo Pop or other places for people who are inspired to be manga artists but I don't think it'll actually happen. Doesn't matter how well you draw when they're not going to hire foreign artists for great labels like Shojo Beat, CLAMP, etc when they can have great work in their own home lines, it's reality. You're better off finding the next best thing. I hate to say it too, I'm an artist myself and it would've been awesome to have a great work printed like Koge Donbo or Yukiru Sugisaki.

I think they could be. For instance, I've been reading this manga entitled Unbalance x Unbalance whose mangaka is Korean. I believe the nationality isn't given priority especially when you've got talent.

I, for one, would love to be a Filipino mangaka. But then again, making a good storyline and creating wonderful characters would take skill and effort -things which I haven't yet honed.

Noope. My friend whom I've known since the 5th grade is a great anime artist and she's black. Her favorite manga is Kodocha and has made many comics (=
