The Samurai were well educated, disciplined, and they must live by the code of Bushido. While the Ninja on the other hand were nowhere near as disciplined, hides in the shadows they are elusive, quick very skilled assassins.

Check your history, a ninja with a katana was rare. Most used a straight sword a little shorter than the katana. Generally cheaply made.
