I think the leader is at fault, because more than often, the followers are not smart enough to make decisions for themselves (which is the reason that a leader arises in the first place)

also, I wanted to be different.

The leader, he is given responsibility by the people and failed. He has let them down, he has betrayed their trust.


There can't be 10000 people deciding, there have to be 1 or something around that number that decides, and for them to be able to decide, they need the trust of those they take the decisions for.

The leader, he is called that cos he is supposed to be responsible after all so if it goes wrong its his fault everytime.

Whoever takes action. If a leader is involved in a prostitution ring, for example, it is not the fault of the people. Similarly, if the people are fighting amongst themselves for reasons independent of the leader, it is their own fault.

Sometimes it is both. If a leader declares war with another country, he is responsible for the declaration, but the people who actually go to war are responsible for going to war. The real question is where we draw the line between what constitutes a moral dilemma and what doesn't. For example: if not going to war meant execution, is it your fault for going to war? If it is, the question becomes: can we make a moral judgment on this action? We can't expect everyone to be selfless, after all.
